This course is designed for existing licensees, approved managers, and club secretaries who are looking to strengthen their knowledge of liquor legislation and improve compliance across their venue.
Led by experienced trainers, this interactive online session builds on your foundational RSA knowledge and equips you with the skills required to confidently manage a licensed premises in line with NSW regulatory requirements. You’ll take part in guided discussions, real-world scenarios, and practical compliance insights that prepare you for the daily responsibilities and challenges of running a licensed venue.
This live virtual format allows you to engage directly with your trainer, ask questions in real time, and gain practical clarity on your legal obligations — all without the need to travel.

Course Pre-requisites
- Students must provide valid photo ID as part of the enrolment process.
- Students must have a current SITHFAB021 Provide Service of Alcohol (RSA) qualification before enrolling.
- Students must be at least 16 years old at the time at the time of sitting the course, however, cannot use certification until 18 years old.
- Students must have at least a basic understanding of English to be permitted into class.
- Students will need a USI number to complete the course. To apply for a USI or find your number, visit https://www.usi.gov.au/.
Important: If you wish to refresh your RCG certificate, please complete an RCG refresher course prior to completing the Licensee training (maximum 90 days) by contacting Liquor and Gaming. If you do not wish to renew your RCG endorsement, please contact us to complete a RCG Surrender form, which means you will not have the RCG qualification after completing the form.
Ensure you meet all course pre-requisites, especially ID requirements.
If you are unable to meet course pre-requisites, this course may not be suitable for you.Language, Literacy, Numeracy
All our courses are conducted in English unless otherwise specified. Students with a fair understanding of reading, speaking and writing English and some mathematics problems are suited for all courses.
Unsure if your skills are suited?
Upon enrolment, we have an LLN test available for students to provide an understanding of their abilities. If an LLN test score of 70% is not achieved, we will reach out and see if there is anything we can do to offer additional support.
Digital Skills Requirements
All courses use email notifications for booking confirmation, reminders, and issuing certificates.
Some courses are conducted entirely online, meaning the course is suitable for students with a sound understanding of using computers, accessing internet and using an icon-based system to navigate through training modules.
Some courses are conducted entirely via video call, meaning the course is suitable for students with a sound understanding of using computers, accessing internet, joining a video call, and basic video call troubleshooting.
- Licensee Online Training using Microsoft Teams

Participants will be sent a Teams meeting link before the date of the virtual online workshop. When this link is clicked, participants will be prompted to either:
- Install the Teams app and create an account; or
- Simply join the meeting using your web browser without having to install or create an account
Participants can then toggle on the Webcam option. This is a requirement to have a Webcam on at all times.
The meeting may be recorded for audit and ID verification processes.
- Licensee Online Assessment

- Training must be conducted over a minimum period of 6 hours not including breaks.
- A Certificate of Completion will be issued to students if they satisfactorily complete all assessments, demonstrating competency in the program via email.
- Due to Licensee being a Government Initiative, students will have to complete ALL training hours required. Insufficient ID and being over 10 minutes late (including from lunch breaks) will automatically deem the student ineligible to start the course on that date. Students will need to contact our office to rebook and process any relevant rescheduling fee in line with our policy.

Within the 6 hours + breaks of the accredited Licensee Online (Virtual) course, students will be required to complete multiple choice questions, short answer questions and a verbal assessment in English throughout the day. Students will receive lunch breaks which is not included in the 6 hours. Students are offered multiple opportunities to demonstrate their knowledge and skills throughout the course to deem them competent across the unit.
There are 3 components to this Licensee Online (Virtual) program:
- Discussion points with peers in the classroom
- Assessable activities competed classroom (requires written ability)
- Role plays with trainer and peers (requires verbal ability)
The assessment must be completed during the video call. The course is completed in a virtual Teams Video chat classroom and not a self paced online course but this does mean that you will get a friendly supportive trainer to help you throughout the process.
This Licensee Online Assessment course combines plain English, videos, photos, and questioning to ensure all learners can have the best possible chance at comprehending the required knowledge and skills.
Assessments MUST be completed in English and with no further assistance. If you believe you will need assistance due to your Language, Literacy or Numeracy skills, please contact our office on 02 9232 1010 to discuss your training needs.
If a student is not successful in completing all assessments satisfactorily, they will need to rebook the Licensee Online Assessment course at a $50 NYC Fee.
- Licensee Online Certification
Once student is deemed competent, they will be issued a Certificate of Completion within 24 hours of the training (may take longer on weekends) and Licensee endorsement on competency card.
NSW Liquor & Gaming Approval Number CCR10000056
Licensee Endorsement will automatically be added to your digital competency card and will also result in the renewal of a current RSA endorsement. To add to your physical card, there would additional fees at Liquor and Gaming. For more information visit the competency card self portal.
Note: Renewal of RCG endorsement requires completion of the RCG Referesher training prior to completing the Licensee course. Students that do not wish to renew a current RCG endorsement must surrender this endorsement by completing the RCG Declaration Form prior to the Licensee training.

Course Enrolment
The cost for the Licensee Online (Virtual) course is $289. Courses are subject to a $10 non-refundable enrolment fee as per the
Licensee Online (Virtual) Refund Policy. Online payments via Visa, Mastercard and Amex. EFTPOS and cash payments are also available.
If organising staff training or onsite training, we can facilitate the Licensee Online (Virtual) course nationally. You can also request to enrol staff using a company invoice.
TCP Training is not registered with CRICOS however all one day courses are excluded from CRICOS.

- Computer Software Requirements
We do not recommend completing this course on phone as you will need your webcam on and a keyboard for ease of use.
If you are not proficient on a computer or do not have internet access you will be required to complete face-to-face training.

You will have a trainer during the virtual workshop to assist you and provide feedback. Please ensure that you test out your IT before the course start time so we are not delayed. If there are issues, you may be asked to reschedule the course.
- What is the difference between the RSA and Licensee?
Licensee is classed as an Advanced RSA course and is a step above the standard RSA. You learn more methods to assist problem customers and how to deal with some heavy topic such as alcohol abuse and misuse. The indepth knowledge and skills the course contains is aimed at supervisors and managers and senior licensed venue staff.
- How long does it take to get my certificate?
You will receive a Certificate of Completion within 24 hours and then on your digial competency card the ARCG will automatically be added.

- Considerations for interstate RSA holders
Students must confirm their prior interstate RSA training or certification before enrolment.
If they seek to obtain a NSW competency card with an RSA endorsement, they will need to complete the online NSW RSA Bridging course offered by Liquor and Gaming NSW.
- Do other states recognise NSW Licensee?
No, this course is not accredited so it is not a nationally recognised unit. This is a course from Liquor and Gaming NSW which is only appliable to NSW.
- What if I've held the licensee endorsement before but it's expired?
From 1 July 2024, former licensees with a licensee endorsement expiry date within the last 3 years will now be able to renew their Responsible Service of Alcohol (RSA) and Licensee Training (LT) endorsement by completing Licensee Training only.
Once a former licensee completes a Licensee Training course, they will be required to attend a ServiceNSW centre in person to complete a new POI, where their RSA endorsement will also be renewed.

General Course FAQs
- Is my course tax deducible?
In Australia, course fees are tax deductible if they are directly related to your current job, either maintaining or improving the skills required or being a condition of your employment. The course must be linked to your current employment and not just for future job opportunities. Expenses reimbursed by your employer are not deductible, and you can only claim for out-of-pocket costs.
For definitive guidance, please consult a tax professional or refer to the Australian Tax Office (ATO) website to ensure compliance with tax regulations.
- When is my booking confirmed?
Your booking is confirmed once we receive full payment of course fees. Unfortunately there are rare occasions where the course will sell out prior to you finalising payment. In this situation a member of our customer service team will get in contact to organise an alternate training date.
- What are your payment methods?
Payment can be made at the time of booking using either a credit card, EFTPOS or cash. Invoices and acceptance of company cheques is by prior arrangement only.
- Can I pay my package in installments?
Unfortunately we cannot offer this service, full payment of course fees are required at the time of booking. The good news is that we try to always offer value for money and keep course fees affordable, so you know that you are always getting good value, especially with our package deals which offer reduced prices!
- I want to book in multiple staff and/or want a company invoice?
We can book multiple people at once and create company invoices, even for individual students. Please just email our bookings team – bookings@tcptraining.com.
Please include the following information; the course, location and date you wish to enroll them in, full names and unique emails of those who will attend and the company's legal name, address, ABN and contact.
- What if I have trouble with written/spoken english?
Most courses will permit a student to bring a friend to interpret for them during training. If you do need assistance, we ask that you contact first before booking your course so we can advise if there are any restrictions. For example, Forklift training requires students to complete all assessments in English.
If the course permits, you may bring a friend along to the course or, alternatively, you can phone the National Translation service to book an interpreter. Visit the Immigration website for more information about help with translating.
- Can Centrelink pay for me?
What you need to do is register with your local Job Network Agent. Your Employment Consultant will make the booking with us on your behalf and arrange payment with us directly. Unfortunately Centrelink does not pay directly.
